Force
Tiles should each be force refreshed.
UpdateProcedural
Procedural tiles are to be refreshed from tile data.
PreservePaintedFlags
User flags of painted tiles should be preserved.
PreserveTransform
Manual offsets of position, rotation and scale should be preserved.
